Town of Stonecrest announces several senior executives – On Common Ground News
STONECREST, GA – The City of Stonecrest has announced the hiring of several people in leadership positions. The city began rebuilding its leadership team last fall after deciding to serve residents through a largely internal staffing model. As a result, City staff now oversee all day-to-day operations, including code enforcement, human resources, recreation services, public relations and economic development.
“We are pleased to announce that Stonecrest has recruited some of the best and brightest minds in the industry,” said City Manager Janice Allen Jackson. “Our diverse leadership team brings a wealth of knowledge in their respective fields and a total commitment to public service. The fusion of talent within this group will help us improve the quality of life for our residents and attract more strategic investment to Stonecrest for generations. We look forward to working with the Mayor and Council to create a Stonecrest we can all be proud of.
The City has contracted with Baker Tilly and Developmental Associates, two national firms that specialize in local government executive search, to recruit talent and help with the City’s transition to in-house staff.

Janice Allen Jackson, City Manager
Janice Allen Jackson serves as Town Manager She J brings over 30 years of leadership, advisory and management experience to the Town of Stonecrest. She is passionate about public service and local government priorities that improve the quality of life of their residents. Jackson has been sought after for high-level leadership positions in several cities across the United States. Through his leadership, Jackson has rebuilt public trust in local governments while providing strategic advice to help officials develop and implement the policies that shape the direction of their communities. She has been recognized by several civic and neighborhood associations for her dedication to public service. In 2017, under his leadership, the Association County Commissioners of Georgia and Georgia Trend Magazine named Augusta-Richmond County a “County of Excellence”. She was recognized as one of Georgia Trend Magazine’s 100 Most Influential Georgians. She earned a bachelor’s degree in public policy from the College of William and Mary and a master’s degree in public policy from Duke University.
Alejandro Ferrell, Director of Code Enforcement
Alejandro Ferrell leads the code enforcement team with over 22 years of management experience in code administration and compliance. He has worked for the town of Stonecrest since its first year. His experience focuses on municipal codes and ordinances that improve quality of life, increase property values and improve the general well-being of residents. Mr. Ferrell is a member of several state, national and international professional organizations. He is a 2013 Sandy Springs Leadership Graduate, 2010 Fulton County Citizens Academy Graduate and 2021 First Graduate of South Fulton Citizens Academy.
Ben Dillard, Director of Recreation Services
Ben Dillard is the director of recreation services. He joins the town of Stonecrest with over 25 years of experience in public service, management and leadership. He held positions in parks and recreation that oversaw community engagement opportunities, including education, health and wellness programs, and public involvement. Dillard holds a bachelor’s degree in sports and recreation management from Western Georgia University and a master’s degree in public administration from the University of Georgia with a year behind him for a doctorate in urban planning.
Chief Justice Curtis W. Miller, Municipal Court
Judge Curtis W. Miller was officially sworn in as Chief Justice of Stonecrest Municipal Court. Justice Miller has dedicated his career and legal knowledge to the community in a host of key positions in the public and private sectors. He has held several leadership and advisory positions within the state judicial system. In 2014, Judge Miller was appointed as Dekalb County Magistrate by Georgia Governor Nathan Deal and appointed as Dekalb Trial Court Supervisor, Criminal Division in 2017. He has represented defendants in conjunction with the Georgia Indigent Defense Council. Judge Miller earned a bachelor’s degree from Duke University and a JD degree from the University of Georgia.
DeAllous Smith, Director of Communications and Technology
DeAllous Smith is director of communications and technology. He has over 20 years of success in public relations, crisis management, employee communications, upholding corporate values and implementing community awareness campaigns. Smith has provided senior management public relations advice and website management solutions. He led branding efforts for the world’s busiest airport and developed creative materials to support the state’s growing film and television sector. He brokered deals with major production studios, including Warner Bros. Entertainment, Tyler Perry Studios and 20e Century Studios. Smith is a recipient of the “40 Under 40” awards from Georgia Trend Magazine and the Atlanta Business Chronicle. He earned a bachelor’s degree in psychology from Clemson University.
Gerald Sanders, Deputy City Manager
Gerald Sanders assumed the role of Deputy City Manager. He brings to Stonecrest over 25 years of management experience at the city and county executive level. His experience encompasses operations management, the acquisition and sale of real estate, as well as community and economic development. Sanders has expertise in building public-private partnerships and managing a variety of capital improvement projects. He has held several positions on civic boards and chambers of commerce that have leveraged his ability to empower and economically benefit neighborhoods, community groups and businesses. He is a certified local government manager with a bachelor’s degree in political science and a master’s degree in public administration and business administration from Georgia State University.
Gia Scruggs, Chief Financial Officer
Hari Karikaran, Municipal Engineer
Hari Karikaran is a municipal engineer. He has over 30 years of experience in the design and management of civil engineering projects. Karikaran has helped local city and county governments implement a wide range of programs such as capital improvements, stormwater management, and traffic engineering to improve the quality of life for their residents. Mr. Karikaran holds a bachelor’s degree in civil engineering from the University of Peradeniya, a master’s degree in environmental and water resources engineering and a master’s degree in environmental resource management from the University of North Carolina. Sonya Isom, City Clerk
Sonya Isom has been appointed by the city council to her position as city clerk. She brings over 30 years of leadership and management experience to the Town of Stonecrest. His previous roles included administration, records management and business execution, including 18 years with the Georgia Department of Transportation. She is a member of the Georgia Municipal Clerks Association. Isom attended Daemen College and the University of Phoenix.
Steven McClure, Director of Human Resources
Steven McClure holds the position of Director of Human Resources. He brings over three decades of knowledge and experience in delivering high quality human resource programs in the public sector. Mr. McClure has held leadership positions in local government, regional transit agencies, planning entities, and in the public and private higher education sectors. He earned a bachelor’s degree in political science from Central North Carolina University and a master’s degree in public administration from the University of Delaware.
Raymond White, Sr., Director of Planning and Zoning
Raymond White, Sr. is the director of planning and zoning. White has provided advice and expertise on a host of planning issues ranging from land use applications to comprehensive plan amendments. He has worked in the public and private sectors in planning and economic development. Mr. White holds a bachelor’s degree in community development and urban planning from Rutgers University, a master’s degree in urban planning and a doctorate in urban and regional planning from the Georgia Institute of Technology.
William Smith, Director of Economic Development
William Smith is Director of Economic Development. He is passionate about public service and brings to the town of Stonecrest over two decades of professional experience in policy and economic development. He oversaw economic development initiatives including business recruitment and retention as well as outreach to the business community. He holds a bachelor’s degree in history from Morehouse College and a master’s degree in public policy from Georgia State University.
